    Read page 2 of the PDF in the link I provided.

    "LVMs must produce credits from ZEVs equal to minimumZEV floor percentage requirement, as enumerated below. Manufacturers may fulfill theremaining ZEV requirement with credits from TZEVs"...then the table below it.

    They must sell a minimum number (2%) of ZEV's, then can make up the difference with TZEVs.
    They can't meet the standard with TZEV's alone.

    Its not helping that FCA has a stop sale and full recall of all Pacifica hybrids. FCA isn't giving much info but supposedly its a battery issue internally regarding cooling.

    It also doesn't help that the Pacifica never sold very well to begin with. The hybrid option might draw a few new buyers but that's not a bet I'd be willing to take...

    I have no idea what your definition of not selling well is but the pacifica has been on the market for barely a year. This year alone they have sold 47,000 Pacifica's. If you add in the grand caravan they have sold over 100,000 vehicles this year on that chassis. By a pretty large margin it is the best selling minivan.

    The current Pacifica notwithstanding, the last Pacifica wasn't a strong seller.

    And while 47k sounds like a large number, it's not all that significant for a volume MFR who needs to keep three shifts running at a plant designed to spit-out hundreds of thousands of vehicles to amortize the R&D and tooling costs.

    I don't think it's a flop by any means, FCA owns the minivan segment, which it created back in the day.

    I meant the Pacifica as a model over it's entire lifetime, not the current one. The current one is doing better as most new models do but it's still not the massive seller that you'd expect would be moving enough hybrids for FCA to be getting enough credits.

    With the news just coming out that FCA diesels cheated just as badly as VW diesels it'll be interesting to see if they'll still discontinue their only fully electric model if they were indeed already planning that.

    Small update - Put down a deposit on a '14, it should be brought up to Oregon sometime next week. It has 32k miles but was CPO so has an additional 2 years on the standard warranty. Probably not necessary, but makes me a little more comfortable. Need to clean up the Volt and offer it for sale this weekend.. Very bittersweet!

    Yeah I swapped my Volt for my 500e also. The Volt is a very nice car...but I prefer my $99/month payment more LOL
