From what I gathered from a quick perusal on the "Blue Forum" they are NOT, in fact it seemed like they take a bit of sorting out to work correctly including resistors so the canbus doesn't think they're not working due to the LED's.

I just went over to the other forum and here is what someone that installed them said:

I have finally received all the parts and changed my tail lights over to Euro taillights. The lights are plug N play but you need the entire light assembly in order to do the swap. the bulb holders and the back of the lenses are different than the USA models but the plug is the same. I also added while led strips to the inside of the turn signal housing which come on with the reverse lights that way I have white reverse lights on both sides. the Euro models have a white light on one side and a red light on the other side. ​
