What I'm doing is using the 15" stock ones for winter, and then buying new 16" wheels for summer. If you can find a set used you can usually get the TPMS sensors included since people are too lazy to remove them.
I bought some cheapo 15" steelie wheels and got the Blizzaks. They work great, though I've had two of the cheapo TPMS sensors I bought online fail on me. I've since found some better programmable ones, but it's most of the hassle I've had with my winter tires because if one sensor fails, you get no TPMS data until it's replaced.
