Are the 2 round LED lights underneath the regular headlight not functioning when you opt for the normal halogene lamps? Are they only functional when the optional LED headlights are chosen?
Yes exactly, this is the configuration. When halogen headlights as standard, then underneath are also only halogen turning signals in amber.
 
Update: if you were interested in retrofitting the lower lights from the halogen (turning lights only) spec to LED (DRL + turning), I checked and it seems that the wiring harness and connector are different, the halogen gets a round connector with 2 wires while the LED is 4/5 wires in a flat connector. Way too messy for me, I’ll skip :)

Bought the Philips Ultinons Access LED bulbs for our Fiat 500 Icon, have taken off the car headlight cover and I'm presented with this (photo attached) - is there a trick to remove the headlight bulbs safely to change? I pulled on the white connector but was afraid I may damage it if I apply too much pressure and backed off!

Chunky hands make the job even more tricky :)
 
So seems wriggling it out is easy enough, just needed patience and a bit of elbow grease - however, the new Philips Ultinons I got don’t seem to want sit steady in the headlight casing. It seems as though the stock halogen bulbs have an indented point which helps hold them in place which the LED H4/H19’s don’t have?

Shame as the bulbs were working great when turned on and were a vast improvement over stock.. but if I can’t get them to hold still going to have to return them. Any recommendations?

Just wanted to add my experience now.
I have bought the new OSRAM LEDRIVING HL INTENSE H4/H19 6000K +350% 2022
LEDriving HL INTENSE H4/H19 | OSRAM Automotive
These are indeed compatible between H4 and H19 for the socket and for the beam.
Fitting within 10 min.
On our Fiat 500e 22kw Action give an original LED color, absolutely upgrading safety at night with great light!

Initially I got Philips Ultinon Access H19 LED as well and tried mounting them on my Fiat 500e 2023. Unfortunately they don't sit well in the headlight casing like it was explained a few comments ago in this thread. I have placed and order for LEDriving HL INTENSE H4/H19 | OSRAM Automotive instead, received them today, Hoping to get them installed on my car soon. I will keep you posted on subsequent Developments.

I have my fingers crossed based on the experiences from others in thread :)

Sorry, I forgot to update my experience post installation here in this forum. I have been driving from past three weeks after swapping the stock halogens to LEDriving HL INTENSE H4/H19 | OSRAM Automotive and its a fantastic experience. I feel more confident to take the car on longer drives now in a very dark and gloomy Nordic winters. the light spread and beam patter is also comparable to halogens. Never had any oncoming driver flashing at me feeling that I have been blinding them. The high beam performance has also improved drastically. The car looks super cool as well now in the white LED's than yellow halogen headlight before. Adding some pictures post swap to LED lights (I will add the high beam images soon..)

I am referring to making some cross cuts in the rear plastic headlight cover so that the wires can be passed through it. If you do the assembly as I do you have to pass two, the one that feeds the ballast and then the one that goes from the control unit to the bulb. I didn't take pictures of my cover, but the idea is something similar to this attached.

I leave those covers off. Even regular bulbs melt all the plastic parts if I dont let air flow around the light.

No problem with "bulb is out" or similar? Just plug and play?
